  Logical_Consistency_Report: The quality of the wellhead protection area is based on the source data (i.e. Wells, HACS) used to delineate the area.
  Completeness_Report: The wellhead protection areas (WHPAs) are delineated using hydrologic areas of concern as a basis for determining surface areas that flow to a surface water body.  Where topography does not indicate a definitive divide the larger area is included e.g., where a wetland is located in a saddle between two ridges the watershed delineation includes all of the wetland.  The boundaries are being refined as watershed boundaries are improved (i.e. HUC 11, HUC 12) and new surface water sources are permitted.
