Personal geodatabases (MDBs) contain the annotation feature classes, which are the
source of the FIRM panel labels.

MXDs provided the mapping source from which the FIRM panels were generated/exported.

Personal geodatabases and MXDs were created using ESRI ArcGIS in conjunction with
Flood Map Desktop.

FMD.config is the configuration file generated by Flood Map Desktop upon creation
of personal geodatabases.
