Abstract:
This dataset is a set of polygons representing the center area(s) of each municipality in New Hampshire. Community center areas were delineated by staff at the nine Regional Planning Agencies based on a common methodology, with input and review from staff at the NH Department of Environmental Services. The approach for delineating these areas focused on key characteristics of the nature of development including the presence of a higher-density development and/or a mix of different types of uses, such as residential, commercial and public uses, core main streets areas and historic districts, higher-density neighborhoods within walking distance, appropriate zoning to retain its current characteristics, and recognition by the community as its center. Municipalities can have multiple center areas, provided they each meet the criteria described. Boundary lines generally follow the limits of current development (rather than parcel or property lines) and may follow significant manmade or natural features that serve as a boundary, such as a major roadway or river.
Purpose:
This data is useful in municipal and regional planning and transportation planning and projects, and can be used to evaluate the distribution of population and development within a community or region.

The data is checked for errors and checked for positional accuracy based on 1998 USGS Digital Ortho Quadrangles, 2003 NAIP imagery and/or USGS Topographic Quadrangles. The data is spatially clean having no topological errors or other kind. Centers were delineated using the guidelines developed by the Sprawl Indicators Workgroup. The data was reviewed by both the regional planning associations and NHDES.

The data are complete as of the publication date. Any additions or changes to the community centers will be updated as the need arises.

Lakes Region Planning Commission (LRPC) The master plan and zoning ordinance for each community was reviewed for designations of "Main Street Program" areas, "downtown", or "village districts". Knowledge from regional and local planners, as well as local planning boards were also incorporated. The polygon boundaries were compared with boundaries and patterns observed in 2003 NAIP imagery.

Nashua Regional Planning Commission (NRPC) Polygons were derived from digital parcel data, aerial imagery and existing local plans. Areas were designated as destination polygons based on the Sprawl Indicators criteria.

Rockingham Region Planning Commission (RPC) Town/city centers developed for the RPC Regional Master Plan was displayed in ArcMap over digital municipal tax lot layers. Corrections were made in the original data to better coincide with tax lot size and density. Where no digital parcel layer was available, {Hampstead, Sandown, South Hampton, Newton} only digital orthophoto interpretation was used for the delineation. Required fields were coded. Features were plotted on aerial photo and tax parcel base maps for staff review and comment. Additions and corrections were made per staff comments.

Southern New Hampshire Regional Planning Commission (SNHRPC) The individual towns within the region were sent a copy of the printed map of the last version of sprawl indicators to make changes to the existing or add any new indicators to the data. Planner from SNHPC has also set up meetings to discuss and map the new indicators with community planners from the individual towns. The 2004 color ariel photos where used to map the exact location of the marked indicator. The data is also georefrenced and is also attributed with information

Strafford Regional Planning Commission (SRPC) Originally SRPC staff/volunteers delineated the community center areas from 1998 USGS Ortho & Topo Quadrangles. When available, digital municipal tax parcel data was overlaid on top of the Ortho & Topo Quads for assistance in the delineation. GIS staff heads-up digitized the delineated boundaries of the community center areas. In addition to the hand delineations GIS staff used Historic Digital USGS Topo Maps of New England (archived at the UNH Diamond Library) <http://docs.unh.edu/nhtopos/nhtopos.htm> to delineate Post World War II neighborhoods. The Historic Topo Maps were georeferenced to municipal boundaries for use in updating the community center areas.
